There is a rally to restore sanity and/or fear. This is a farce. There is no "or" about the title, for sanity and fear are one and the same thing.
What does one call a man who isn't afraid of anything? They call that man insane. When a general pushes against impossible odds, he's a man off his wits. The man who has no fear, has no sanity. It is sane to be wary about the things that can potentially do you harm, so long as that harm is reasonable.
